Bringing the Excel Center to Rochester requires a change in the law. On February 8th, 2023, the following bills were filed in both the Senate and the Assembly, S4180, and A4032.

In order to create an Excel Center, the following legislation must be passed:

An act to amend the education law, in relation to the creation of an adult high school career accelerator demonstration project, that leads to the award of a NYS high school diploma.
